I'm going to be starting an online classic rock stream, and am wondering if there's any music services that cater specifically to classic rock that are open to Internet radio?

The biggest problem you'll have is getting a copy right license to replay the songs. Nobody in the field will work with you if you don't have one. That's why most streamers play there own selection of music.
